Paste the film strip and resize to 90%, move toward the bottom more, click inside with your magic wand, expand by 3, paste paper of choice, I used #11 and
then go to Adjust
Hue and Saturation, colorize with both numbers on 0.

Paste tire tracks 1, free rotate to the right at 45 degrees, move under the car tires,
get your Pick tool, hold down the shift key and being on the top corner square, pull down as far as you want it to be, then go to the other corner at the top and do the same until the tracks are straight under the car tires. Then pull each end out to make it a bit longer.

Paste the stop light above the filmstrip, resize to 90%, change the color of the lights to those of a regular street light colors, green, yellow and red or
if you like these colors then leave them as it.

Resize the speed sign to 50%, change the color like before with the car or leave as is and paste on the stop light post.

Paste car 2 below the double flags in the circle, resize to 50%, change the color like before, duplicate, mirror.

Being on the top layer now, paste your tube with the rim on the right side, and your other tube on the left side below the car layer.

Resize the tire iron to 30%, place by the tube on the right.
Resize the wrench to 25%, free rotate to the left at 90 degrees.
Resize the rim to 45%, place behind the tube on the left, duplicate and move over and up a bit, change the color like before.
Resize the pit pass to 20%, place on the left on the film strip and erase a little bit of the chain to make it look like it is hanging on there.
Resize the dragonfly to 35%, place at the top where you like.
Resize the sunglasses to 25%, change the color, paste on the left by the car.

Add a new raster layer, fill with black, apply your mask, move to the bottom layer and resize larger if needed.

Add any other elements you would like, make it your own.

Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.

That's it
Hope you enjoyed doing my tut.
