This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Zlata_M.

Supplies Needed
Font of Choice, I used Mala TestaN
Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer.
Paste paper 5, apply your mask, delete, merge group, resize your mask
larger to 125%.
Paste element 4, click inside with your magic wand, expand by 5, paste paper 3,
invert, delete, move below the frame, do not deselect yet.
Paste your full tube on one side under the frame layer, duplicate your full tube, mirror and paste in the other frame, delete both, select none.
Merge the tubes together, go to Adjust, Blur, Gaussian blur at 4, change the blend mode to screen.
Resize your full tube to 75%, paste on top of the frame layer in the center.
Paste element 32 on top of your tube layer toward the bottom, select all, float, defloat, add a new layer, move below the wordart, expand by 2 fill with #e2d401,
select none. Being on the top wordart, merge down.
Erase part of the legs showing below the wordart.
Paste element 27 on the mask layer at the bottom, free rotate to the left at 90 degrees, duplicate, flip, mirror.
Paste element 29 below the paper layer of the frame on one side, duplicate, mirror.
Paste element 9, resize to 35%, place at the bottom of the wordart.
Resize element 8 to 35%, place on the honey cone.
Resize element 15 to 40%, place by the honey cone, sharpen once.
Resize element 2 to 30%, then on the original, resize to 20%, duplicate as many times as you like and place where you like on the tag.
Paste element 22 below the tube layer, free rotate to the left at 90, place how you like, duplicate, mirror, erase any of the stem showing, adjust.
Resize element 11 to 35 %, place on the frame layer by the tube on the left.
Paste element 20 on the mask layer at the upper left, duplicate, flip, mirror.
Paste element 16 at the upper left, above the glitter layer, duplicate, mirror and move down just a bit, adjust to your liking.
Paste element 28 above the net layers, off center to the left of the tube, duplicate, move over to the right of the tube and down a bit, duplicate again, mirror, move down toward the bottom, duplicate, mirror.
Add any other elements you would like, make it your own.

Add any other elements you would like, make it your own.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
