This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Cris DeLara.

Supplies Needed
I used PSPX...but any of them should work.
Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer.
Paste paper 5, apply your mask, delete and merge group.
Enlarge your mask to 145 or however you like your mask to show.
Paste the wheel, resize to 90%, duplicate, resize to 50%, place on
the left side.
Resize the barrel to 45%, place below the small wheel layer.
Paste cactus 1 on one side below the wheel layer, duplicate, mirror.
Once everything is in place then adjust them how you like.
Paste the wagon, resize to 65%, move below the large wheel on the right.
Paste the sign on the left below the wheel, resize to 75%, free rotate to
the left at 15 degrees.
Resize the grass to 67%, place at the bottom on the top layer.
Resize the Painted flowers to 55%, paste below the grass layer on
the left, duplicate, mirror.
Paste the animal skull, resize to 35%, free rotate to the left at 20 degrees,
place on the right just below the grass layer.
Paste the bench on the left side above the grass, resize to 40%.
Paste the bucket and resize to 30%, place by the skull.
Resize the bag to 55%, place in front of the bench.
Resize the rope to 15%, place under the bag and over a bit.
Resize the Boot 1 to 25%, place on the left above the bag layer, duplicate,
free rotate to the right at 35 degree, move below the first boot.
Resize spurs2 to 40%, place where you like them.
Resize the canteen to 40%, place like it is hanging on the bolt on
the large wheel, moving it above the smaller wheel.
Resize the plant to 25%, duplicate at many times as you like and
play around with them and place in different areas, moving some
below the bench layer.
Resize your tube layer to 90%, place below the grass layer.
Resize the bird to 25%, place on the wagon.
Resize the butterfly to 10%, place by the wagon on the right, duplicate,
mirror and place on the left where you like.
Resize the sun to 35%, place at the top below the cactus layers.
Add any other elements you would like, once happy with it all,
close off any background used and merge visible.
Resize first, then add copyright and name.
If you want to add some wording to the sign, now is the
time to add whatever saying you would like and rotate
the words to fit the sign.
I also resized a horse to 10% for the top of the sign and one at 5% to place
on the blank board.
That's it
