This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Keith Garvey.
The tube is called Rockin USA.
You need a license to use this art work. Please do not use without a license.

Supplies Needed
I used PSPX...but any of them should work.
Drop Shadow usually V2 H2 50 black
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer.
Paste paper 10, resize to 84%, apply your mask, delete, merge group.
Paste paper 6, resize to 84%, apply your mask, delete, merge group.
Paste element 30, click inside with your magic wand, expand by 5, paste paper 8, invert, delete, move below the frame, select none.
Apply Screen Works-Light Gauze to the frame.
Paste your middle size tube below the frame, then select your selection tool, draw around the upper half of the tube, go to Selections, Promote Selection to layer, select none and move this layer above the frame layer.
Erase any of the bottom tube showing below the frame at the bottom.
Paste element 14 above the top mask layer at the bottom right, duplicate, flip, mirror.
Resize element 26 to 85%, place at the upper right above the sparkle layer, duplicate, flip, mirror.
Paste element 24 on the tube layer on one side, duplicate, mirror, move below the tube layer on the right.
Resize element 13 to 75%, paste on the right below the sparkle layer.
Resize element 22 to 55%, place on the right side on the frame, duplicate, resize to 75%, move down some by the first cupcake.
Resize element 10 to 75%, free rotate to the left at 90, place at the bottom below the smaller cupcake layer, duplicate, resize to 65%, place in front of the larger one.
Resize element 28 to 20%, mirror, place where you like on the left side.
Resize element 23 to 50%, free rotate to the left at 15, place on the left side, duplicate, move up some, move the sparkle layer above these two.
Duplicate the top one, mirror, move below the sparkle layer on the right.
Paste element 15 below the firecrackers at the bottom.
Add any other elements you would like, make it your own.

Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
