This tut was written for those with a basic knowledge of psp.

Supplies Needed
I used PSPX...but any of them should work.
Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or one you prefer, resize paper 2 to 82%, apply your mask, delete and merge group, duplicate the mask and merge down.
Paste element 12 on the left side more, duplicate, mirror.
You can adjust these once you finish your tag.
Paste element 10, free rotate to the left at 45 degrees, resize to 85%.
Click inside with your magic wand, expand by 5, paste paper of choice, I used paper 5, resize to 84%, invert, delete and move below the frame, select none.
Paste element 21 below the paper layer on the left, duplicate, mirror and adjust.
Being on the top layer, paste element 29, resize to 70%, move to the lower part of the frame to one side, duplicate, mirror.
Paste element 1 and move below this layer.
Resize element 4 to 55%, place below the grass layer on the right, duplicate, mirror,
Paste your tube and place where you like.
Resize element 6 to 70%, place on the left below the grass layer.
Paste element 21 on the wishing well.
Resize element 20 to 60%, place by the wishing well, duplicate, move up behind the tube layer, duplicate again and move up more on the right behind the tube.
Resize element 5 to 15%, mirror, place on the water on the right.
With element 23, you will paste it above the swirl layers, move where you like,
erasing the parts you don't want showing, then duplicating a few times, flipping one or two and placing and erasing other areas of it.
This is one you will play around with to get the look you want.
Resize element 9 to 15%, free rotate to the left at 90 degrees, place above the fence layer, duplicate as many times as you like and place in different areas.
Resize element 28 to 65%, mirror, place at the upper right above the tube layer,
lower the opacity to 75%. Duplicate, move over to the left below the tube layer.
Duplicate again, erase the cloud, place the rain drops lower on the tag, erase
any drops you do not want.
Resize element 17 to 15%, place by the wishing well.
Resize element 25 to 30%, place on the right below the frog layer.
Add any other elements you would like.
Once happy with it all, close off any backgrounds, merge visible.
Open a new image 800 x 800 or one you prefer, resize paper 2 to 82%, apply your mask, delete and merge group, duplicate the mask and merge down.

Resize first, then add your copyrights and name.
