This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Carolina Seabra.

Supplies Needed
I used PSPX...but any of them should work.

Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer.
This is an easy peasy one.
Paste frame SB-51, resize to 85%, click inside with your magic wand, expand by 5, paste paper SB-6, invert, delete.
Paste SB-12, resize to 95%, apply Mura Meisters Copies-Encircle, move below the paper layer of the frame now.
Drop shadow with a dark blue on this one.
New raster layer, move to the bottom, fill with a color of choice, apply your mask, delete, merge group.
Adjust your mask to your tag.
Being back on the top layer, paste your tube and place in the center.
Paste SB-7, move below the tube layer and down, duplicate, flip and move back down and below the first snow layer, line the ends up, then being on the top layer of the snow erase some of the dark part so the line does not show, then merge down.
Resize SB-17 to 55% and place on the left side of your tube.
Resize SB-22 to 55% and place by the knee of your tube.
Resize SB-35 to 70%, free rotate to the left at 5 degrees and place below the bear on the left side.
Resize SB-37 to 70%, free rotate to the right at 10 degrees and place on the right side.
Resize SB-50 to 50% and place on the right in front of the sign.
Resize SB-32 to 25%, duplicate and place on the right how you would like them.
Resize SB-12 to 15%, duplicate a few times and place on the snow where you like.
Then duplicate one of them again, resize to 80% and place in a couple more areas.
Paste a new SB-12 and resize it to 25%, duplicate however many times you like and place around the frame snowflake at the top area.
Give it your own touch on how to place them, take some of the smaller ones from before and place along with them.
Add any other elements you would like.
Once happy with it all, close off any backgrounds, merge visible.
Open a new image 800 x 800 or a size you prefer.
This is an easy peasy one.
Paste frame SB-51, resize to 85%, click inside with your magic wand, expand by 5, paste paper SB-6, invert, delete.
Paste SB-12, resize to 95%, apply Mura Meisters Copies-Encircle, move below the paper layer of the frame now.

Resize SB-50 to 50% and place on the right in front of the sign.
Resize SB-32 to 25%, duplicate and place on the right how you would like them.

Then duplicate one of them again, resize to 80% and place in a couple more areas.
Paste a new SB-12 and resize it to 25%, duplicate however many times you like and place around the frame snowflake at the top area.

Add any other elements you would like.
Once happy with it all, close off any backgrounds, merge visible.
I added the xero filter Clarity once I merged, this is optional, you may like to just sharpen your tag.
Resize first, then add your copyrights and name.
