This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Soul Designer.

Supplies Needed
I used PSPX...but any of them should work.
Drop Shadow usually V2 H2 50 black
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image, 800 x 800 or one you prefer.
Resize paper 5 to 35%, apply your mask, delete, merge group, duplicate your mask, merge down.
Paste element 51, resize to 85%, duplicate, resize again to 85%.
Click inside with your magic wand, expand by 5, resize paper 5 to 35%,
paste, invert and delete, select none, move below the frame.
Paste element 52 on the left on top of the frame, duplicate, erase all but the grass part, move over some, duplicate again, move over, duplicate a few more times,
moving them down more and over to one side and the other until you like the looks of the grass. I have 7 layers of the grass for my tag.
Paste element 54 at the top of the frame.
Resize your tube to 50% if using the same one I am and paste.
Resize element 50 to 50%, paste on the right side above the grass layer at the bottom, duplicate, mirror, duplicate, free rotate to the right at 90, move this one below the sign with the bell on the left, duplicate again, mirror, duplicate and move up. Duplicate the one behind the bell sign, resize to 75%, move over toward the right a bit and down, duplicate this one and mirror.
Resize element 48 to 75%, being on the top layer, place on the grass on the right side.
Resize element 29 to 55%, paste on the right side between the 2 flower layers,
free rotate to the left at 25.
Resize element 1 to 45%, place on the left side above the flower layer.
Resize element 9 to 40%, place on the left by the bag.
Resize element 43 to 35%, place by the other books.
Resize element 27 to 25%, place on the open book.
Resize element 16 to 25%, place on the open book also.
Resize element 5 to 30%, place by the books.
Resize element 38 to 20%, place below the books on the left.
Add any other elements you would like.
Once happy with it all, close off any backgrounds, merge visible.
Open a new image, 800 x 800 or one you prefer.
Resize paper 5 to 35%, apply your mask, delete, merge group, duplicate your mask, merge down.
Paste element 51, resize to 85%, duplicate, resize again to 85%.
Click inside with your magic wand, expand by 5, resize paper 5 to 35%,
paste, invert and delete, select none, move below the frame.
Paste element 52 on the left on top of the frame, duplicate, erase all but the grass part, move over some, duplicate again, move over, duplicate a few more times,

Paste element 54 at the top of the frame.

Duplicate the one behind the bell sign, resize to 75%, move over toward the right a bit and down, duplicate this one and mirror.
Resize element 48 to 75%, being on the top layer, place on the grass on the right side.
Resize element 29 to 55%, paste on the right side between the 2 flower layers,
free rotate to the left at 25.
Resize element 1 to 45%, place on the left side above the flower layer.
Resize element 9 to 40%, place on the left by the bag.
Resize element 43 to 35%, place by the other books.
Resize element 27 to 25%, place on the open book.
Resize element 16 to 25%, place on the open book also.
Resize element 5 to 30%, place by the books.
Resize element 38 to 20%, place below the books on the left.
Add any other elements you would like.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
